Bear Cub Found Tied Up In Back Yard

Officers found a black bear cub tied to a fence after getting a phoned-in tip.
Police called the Humane Society in to help the 3-month-old female. It is playful right now, but animal handlers cautioned that its playful bites will become dangerous as the bear develops teeth.
A woman in the house where the bear was found said the animal is not hers. She told police it belongs to a relative. The person who does own the bear will face a city ordinance violation of harboring exotic animals.
